If you are changing how you use your current property or you are improving your property, you may need approval from the City of Salem.
Step 1: Review requirements
The requirements and processes for
zoning and land use actions are different depending on what you want to do. Generally, actions fall into one of the following categories:
- Change your property use
- Change property boundaries
- Develop and build on your property
You should talk to a planner about your project if you do not know what land use approval you need. A planner can provide you with the information and application packet you need.
Step 2: Request a pre-application conference
request a pre-application conference to get detailed information on how to move forward with your project. In some cases, a pre-application conference is required. You can talk to a planner or consult the application packet for your land use action to find out if a pre-application conference is required.
Step 3: Submit your land use application
Once you know the submittal requirements, you are ready to complete and submit your land use application.
Land use procedure types determine the process used to make and appeal a requested land use decision under
Salem Revised Code Chapter 300. Many land use applications like partitions, subdivisions, and adjustments follow a Type II process that provides the public an opportunity to comment on the proposed project.

Please email applications to
email@example.com, when the application is accepted you will be notified by email of fees and can start uploading documents (see Step 4).
Make sure you follow the file naming standards for land use applications when preparing your files. You can submit site plan review application and documents for electronic review
Step 4: Upload plans and documents
Login to the
Permit Application Center. Documents will not be accepted by email.
You will see a dashboard with boxes showing your active permits dividided by type, e.g., development/building permits, land use actions, licenses, parking permits, etc.
Click the desired permit number in the Land Use box.
Click the [Add/Upload] button in the Attachments section.
Upload files by clicking the [Choose Files] button or by dragging and dropping files into the dashed area,
When you are done selecting files, click the [Upload] button.
After the upload finishes, a message appears showing the result of your upload.
Click the [OK] button to return to permit details page.
You should receive a confirmation email message within 30 minutes.
Step 5: Pay online
Login to the
Permit Application Center.
If you are paying an existing permit, click the Make Payment link.
Click the box in the Check column to the left of the item(s) you want to pay.
Click the [Make Payment] button.
You will be transferred to the bank’s payment page to complete your payment.
As a convenience, the bank’s payment page is filled-in with your name and address information as it appears in our permitting system. If you choose to pay with a credit card, you must ensure that the name and address on the screen matches your credit card billing name and address. You can type any necessary changes on the bank’s payment page.
