​About the park

Eagle's View Park is a 5-acre neighborhood park located at 451 Eagle's Wing Street NW. The park is currently undeveloped, but a soft trail and picnic tables were recently added to the site.

Neighborhood participation

Your input is important to us and has been vital throughout this planning process. Three public workshops were held from November 2019 through February 2020. The West Salem Neighborhood Association approved the Eagle’s View Park Draft Master Plan on March 16, 2020. The Parks and Recreation Advisory Board endorsed the draft Plan at its June 11, 2020 meeting. The draft Plan will now move forward to City Council for adoption on July 27, 2020, and you can still participate by providing your comments on the draft Plan.

Public Workshop Summaries

The Eagle's View Park master plan process began with three public visioning workshops with the neighbors living near the park. Below are summaries from those meetings.

Workshop #1

On November 20, 2019, staff held the first public visioning workshop. The workshop featured a presentation about the park and the master planning process, opportunities to address questions, and an interactive activity for attendees to share their thoughts on priorities for future park development. An online survey was available until December 4, 2019 for those unable to attend the public meeting. The input received informed the two alternative designs to be reviewed at workshop #2.

Workshop #2

On January 15, 2020, the second public visioning workshop revealed two alternative designs based on comments received from the first workshop and the first online survey. The neighbors reviewed and selected their preferred alternative and provided additional comments. Both a hard copy and online survey asking for a preferred alternative and additional comments were available until February 1, 2020. The comments received from the second workshop and from the second survey provided the information needed to form a preferred design alternative. This was presented at the final workshop on February 26, 2020.

Workshop #3

On February 26, 2020, the third and final public planning workshop was held to review the preferred alternative plan for Eagle's View Park and to hear about the next steps for the master plan.

One change was made to the preferred alternative following the third meeting. Instead of three practice disc golf baskets, there are now two practice baskets shown on the draft master plan. The reason is because the Salem Comprehensive Park System Master Plan allows for only two practice baskets in neighborhood park facilities. This change will be communicated as the draft master plan moves forward in the adoption process.

The preferred alternative is now the draft master plan and moves forward to the West Salem Neighborhood Association for endorsement in the next phase of the public planning process.
