Minto-Brown Island Park Master Plan Adopted by City Council

On November 23, 2015, City Council adopted the Minto-Brown Island Park Plan. The new, updated plan will be up and available for review by the first of the year.

Questions regarding the master plan can be directed to Toni Whitler at 503-588-6336 or by email at

The final draft master plan, conceptual plan map, trail standards, and alternative plans are available as downloads for review below. As soon as the adopted plan has been finalized, it will be available for download.

The new master plan was developed using the data collected by five online surveys, input received at public meetings, stakeholder meetings, and letters and visits from residents. Three alternative plans were developed based on the data received and presented to the public. Residents were then asked to select the plan they favored. As additional input continued to be received, the plan was refined and then presented to the Salem Parks and Recreation Board for approval and a recommendation to City Council for adoption.

There have been four public meetings. The meetings were located at Pringle Community Hall, 606 Church Street SE. All meetings were advertised and input was received from attendees at each meeting.

Review survey results, previous master plans, maps of Minto-Brown Island, and cool videos about the park, provided below.

Why is the City developing a new master plan?

Minto-Brown Island Park is a 1,205-acre nature park close to downtown Salem. The last master plan for this park was done in 1995. The population in Salem has changed quite a bit since then. A new pedestrian bridge is about to be constructed, bringing many more visitors to this beautiful park. It is time to develop a new plan and new vision with the help of our Salem residents.

The park has 20 miles of paved and unpaved trails, and is a favorite of Salem residents and visitors alike. Whether you enjoy walking, running, biking, taking your dog for a walk, bird watching, or just enjoying being out in nature, Minto-Brown Island Park is a great place to escape the hustle and bustle of the city.
